New Survey Ranks American Cities

on Emergency Preparedness

Our research plus third-party data reveals which U.S. cities are ready for storms, disasters and blackouts.

San Diego, Phoenix and San Antonio are the U.S. cities that are the best prepared for extreme weather, natural disasters and power outages followed by Denver; Austin, Texas; Portland, Ore.; Minneapolis; Seattle; Salt Lake City and Boise, Idaho.

That is the consensus of a second annual national preparedness survey and ranking conducted by 4Patriots for National Preparedness Month in September.

The survey combined a number of external factors in each city like CPR and emergency-class attendance, power-grid reliability, public shelter counts and the history of natural disasters with comments and inquiries about products, online preparedness classes and other resources by 110,000 of 4Patriots’ most enthusiastic followers.

Rounding out the top 20 most prepared U.S. cities were Las Vegas; Milwaukee, Wisc.; Tucson, Ariz.; Houston; Indianapolis; Columbus and Cincinnati, Ohio; Charlotte, N.C.; Boston; and Mesa, Ariz.

“Every city and suburb in the country has its own extreme weather and most likely natural disasters to prepare for – from freezes in the Midwest, heat in Texas and hurricanes on the East Coast to fires and earthquakes out West,” said 4Patriots Co-Founder Erin Baler. “The good news is that preparedness and the peace of mind that comes with it is a skill that can be learned over time.”

2026 Survey Findings

Respondents said they feel overwhelmed by the

number of preparedness product choices available

As a follow-up to last year’s 4Patriots-commissioned national survey, we polled people again in 2026 about what was preventing them from being better prepared. Here are some of the highlights of what we found:

  • High perceived preparedness product prices, the overwhelming number of product options on the market and lack of time are the three main reasons why respondents aren’t better prepared for the unexpected.
  • When it comes to a backup generator in particular, participants say the high cost and learning curve associated with shopping for and installing backup power is preventing them from taking action.
  • More than half of those polled in 2026 are unsure what preparedness products they needed for their families, whether it be food kits, backup power, water filtration systems or cooling, heating, lighting and refrigeration products.

A Look Back at Last Year’s Survey

9 out of 10 Americans Want to Prepare for Emergencies — But Fewer than Half Have a Plan

Despite natural disasters and weather-related blackouts happening more often, Americans are unprepared for those events, according to a new national emergency-preparedness survey.

The survey, conducted in 2025 by 4Patriots in partnership with Talker Research for National Preparedness Month, polled 2,000 adults across America. The effort was prompted by a rise in weather disasters and the company’s desire to understand attitudes about preparedness.

"It Won't Happen to Me" a Popular Sentiment

The survey found that that while 9 in 10 Americans believe that it is important to be prepared for natural disasters and blackouts, fewer than half have a preparedness plan in place.

4 out of 10 respondents have lived through a natural disaster, but more than half (53%) of respondents believe that they are less likely to be impacted by weather emergencies than other people.
